ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 26, 2007
Action Agenda
Item No. `~-~-
SUBJECT: Defibrillator Maintenance and Support Contract
DEPARTMENT: Emergency Services -EMS PUBLIC HEARING: (Y/N) No
ATTACHMENT(S): INFORMATION CONTACT:
Kent McKenzie, 968-2050
2007 Service Contract and Inventory
PURPOSE: To consider entering into a continuation contract for annual maintenance and
support of equipment used as part of the County's Emergency Medical preparedness and
response activities.,
BACKGROUND: Orange County has contracted for annual preventive maintenance and
emergency support for cardiac monitors and defibrillators in use throughout the County
organization. Cardiac monitor -defibrillators are used daily by paramedics in the Emergency
Medical Services Division.. County-owned automatic external defibrillators (AEDs) have been
provided to all County fire departments as part of the Emergency Medical Services System.
Some municipal and County fire departments have purchased additional AEDs to augment the
County Emergency Medical Services response. There are also County-owned AEDs in various
County facilities, including the senior centers, Health Department, Recreation and Parks, and
the SportsPlex. All medical equipment utilized as part of an Emergency Medical Services
system is required to have annual performance evaluation and preventive maintenance
according to the rules and regulations of the North Carolina Office of Emergency Medical
Services.
In prior years, the cost for the annual service contract has fallen below the threshold set by the
Board of County Commissioners for direct action and has been reviewed and approved by the
County Director of Purchasing and Central Services. The contract cost has increased this year
because of the expiration of the warranty period on the fourteen ~ifepak 12 Monitor
Defibrillators that are used by the County's Initial Response Paramedics.
FINANCIAL IMPACT: Funding in the amount of $27,073.28 has been requested in the 2007-08
operating budget to cover the expense of this maintenance contract.
RECOMMENDATION(S): The Manager recommends that the Board approve the contract and
authorize the Purchasing and Central Services Director to sign the contract upon review by the
County Attorney.
