Upfront funding for this <br />acquisition came from Orange County open space bond funds, but will be reimbursed <br />$130,000 from the State by granting a conservation easement on the property to the <br />- -- - ---State-of-North Carolina. The-additional -$298- in--tr-ansaction--costs-will--be-paid_fr_om_the______ <br />County's 2001 Parks and Open Space bond (Lands Legacy). This budget amendment <br />provides for the receipt of the $130,000 from the State for reimbursement of the <br />purchase price, and provides for the firansfer of $298 from the Lands Legacy capital <br />project to cover the remainder of the purchase. <br />At its May 15, 2007 meeting, the Board, of County Commissioners accepted a $9,000 <br />Historic Preservation Fund grant from the State of North Carolina. These funds will be <br />used to offset the cost of a cultural and archaeological survey for the Hollow Rock <br />Access Area open space project scheduled for an upcoming joint master plan design (as <br />well as adjoining lands that would be part of the New Hope Preserve). (See Attachment <br />6, New Hope Preserve Capital Project Ordinance and Attachment 6, Lands Legacy <br />Capital Project Ordinance) <br />9. At its December 12, 2006 meeting, the Board of County Commissioners approved the <br />purchase of a 10-acre tract of land (Paydarfar property) for an addition to the future <br />Millhouse Road Park property. This property is adjacent to a 69-acre tract of land that <br />the County acquired from Julia Blackwood in 2004 for a future county park. The closing <br />on the property occurred in March 2007 at a cost of $188,712. Funds were paid from the <br />County's 2001 Parks and Open Space bond (Lands Legacy). This technical budget <br />amendment provides for the booking of these Parks and Open Space bond funds for the <br />purchase of this property. (See Attachment 6, Millhouse Road Park Capital Project <br />Ordinance) <br />10. At its Februrary 20, 2007 meeting, the Board of County Commissioners approved the <br />purchase of and acceptance of an agricultural conservation easement related to the 61- <br />acre Fickle Creek Farm property. The closing on the property occurred in April 2007 at a <br />cost of $277,658. Of this amount, $138,525 will be reimbursed by the federal Farm and <br />Ranch Land Protection Program. The County's share of $139,133 comes from <br />alternative financing for conservation easements previously approved by the Board of <br />Commissioners. This budget amendment provides for the updated Conservation <br />Easement Capital Project Ordinance to reflect these funding sources. (See Attachment <br />6, Conservation Easement Capital Project Ordinance) <br />Orange/Chatham Justice Partnership Program <br />11..Orange County has been notified by the North Carolina Department of Correction of the <br />receipt of reallocated funds totaling $20,000 for the Criminal Justice Partnership <br />Program. Freedom House, the local service contract agency, has been approved for <br />$18,000 to purchase,a van to transport Northern Orange County clients to and from their <br />Chapel Hill facility for treatment services. The remaining $2,000 is awarded to the <br />County for the purchase of a laptop, printer, and software for the Criminal Justice <br />Program Coordinator, the staff position who serves both Orange and Chatham counties. <br />(See Attachment 7, Criminal Justice Partnership Program Grant Project Ordinance) <br />12. The North Carolina Department of Juvenile Justice and Delinquency Prevention has <br />awarded an additional $5,000 to the Orange/Chatham Justice Partnership Program for <br />FY 2006-07.
