6 <br /> NOW THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners, on <br /> behalf of County officials and employees and the residents of Orange County, hereby <br /> commends Pat Sanford for her innumerable contributions to improve the quality of living in <br /> Orange County; and <br /> BE IT FURTHER RESOLVED that the Orange County Board of County Commissioners <br /> expresses its sincerest appreciation, gratitude and respect to Pat Sanford for her lifetime of <br /> service. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Price for the <br /> Board to adopt and authorize the Chair to sign the resolution honoring Pat Sanford and also <br /> recognize Pet Pals as the recipient of the first annual Pat Sanford Animal Welfare Grant. <br /> VOTE: UNANIMOUS <br /> Bob Marotto said Pat Sanford could not be here tonight, but he will convey this <br /> resolution to her. <br /> The inaugural Pat Sanford award was given to Pet Pals of North Carolina, Inc. <br /> PUBLIC COMMENT: <br /> Elliot Cramer said he and Pat Sanford are longtime friends, and she will be pleased <br /> with this honor, as well as the new animal shelter. He also commended Bob Marotto. He said <br /> the Friends of the Orange County Animal Shelter has received a check for $15,000 from Ithaca <br /> NY to be used for heartworm treatment and care for dogs; capture, sterilization, and release <br /> for cats; and advertising of adoption and sterilization programs. <br /> 5. Public Hearings <br /> a. Unified Development Ordinance (UDO) Amendments — Hillsborough Economic <br /> Development District <br /> The Board conducted a continued public hearing and considered action on <br /> government-initiated amendments to the text of the UDO that would modify some development <br /> standards, types of permitted uses, and use standards within the Hillsborough Economic <br /> Development District (EDD). <br /> BACKGROUND: <br /> This item was heard at the September 12 Quarterly Public Hearing where the <br /> BOCC continued the public hearing until the November 1, 2016 BOCC meeting to give staff <br /> time to incorporate suggested revisions and time for the Planning Board to review the <br /> revisions. <br /> Comments made at the September 12 hearing which resulted in revisions considered at the <br /> November 1 meeting included: <br /> • A suggestion that drive-through facilities be allowed in all EDH zoning districts. A <br /> current <br /> Development Standard in the Article 3 charts prohibits such facilities in each of the <br /> EDH <br /> districts. Based on BOCC discussion, the proposed text amendments have been <br /> modified to allow drive-thrus in all EDH districts. <br /> • Concern over certain Manufacturing uses that are listed in the North American Industry <br />
