But he said he did not have an <br /> answer in reference to CHCCS. <br /> Pam Jones said they would track the cash flow in their CIP. <br /> Commissioner Burroughs asked how does SAPFO relate to their space needs. <br /> Dr. Wirt said their current situation is not a good for families trying to access certain <br /> services that are located within a school campus. It does free up some space at OHS. <br /> Pam Jones said these are areas outside of the classroom areas and therefore would <br /> not affect SAPFO. <br /> Commissioner McKee asked does this factor in the need to re-district. <br /> Dr. Wirt said this does not address their need to look at student assignments. <br /> Commissioner McKee asked about the possible use of bond funds for this purchase <br /> instead of the CIP funds. <br /> Pam Jones said they had not discussed this –that this would be pay as you go <br /> monies. <br /> Commissioner McKee asked how does OCS plan to take care of their facility needs <br /> which OCS had indicated were inadequate if they plan to use CIP funds. <br /> Pam Jones said this is a choice—they still can defer some expenses by re- <br /> prioritization. <br /> Commissioner Marcoplos asked about the alternative learning aspect and how many <br /> more students might they be able to serve. <br /> Dr. Wirt said that at this time the maximum they can serve are 40 students (and they <br /> are unable to serve middle school students at all) so this would enable them to expand their <br /> school and learning options. <br /> Commissioner Rich said it is good to look at future needs and centralizing services. <br /> Commissioner Jacobs said he is not comfortable fronting the monies for this purchase. <br /> Bonnie Hammersley said staffs have talked about the possibility of using impact fees <br /> toward the purchase since funding this amount of money would affect the county's debt <br /> capacity. <br /> Commissioner Jacobs said he felt if they did move forward that this would be setting a <br /> precedent for possibly CHCCS to ask for the same consideration at some point. And he felt <br /> that the Board was being asked to consider a lot of information on a very short notice. <br /> Discussion ensued. <br /> Chair Dorosin said if there was a way to focus on increased capacity, the more this <br /> would support the use of impact fees for the purchase. <br /> Chair Dorosin asked about the possibility of using bond funds for this purchase. <br /> Discussion ensued. <br />
