He said it would be helpful to have this type of information <br /> documented. <br /> Donna Baker said attendance records are only for those who are serving on a board at <br /> that time. <br /> Commissioner Price said there may have been extenuating circumstances, and <br /> suggested that Commissioner Marcoplos follow up with a phone call. <br /> Commissioner Marcoplos and Chair Dorosin rescinded the motion and second. <br /> VOTE: UNANIMOUS <br /> Chair Dorosin said he does not view Commissioner Marcoplos' motion as making <br /> appointments on the fly, but rather this is the process available to the BOCC. He said the <br /> BOCC could change the process and interview everyone, but he does not feel there is time or <br /> resources to operate in that way. <br /> Commissioner McKee said he understands these nuances, and does not have a <br /> suggestion for a different process. He said "on the fly" is his terminology, and he opposes this <br /> method as he has seen some of these previous decisions backfire. <br /> c. Orange County Planning Board —Appointment <br /> The Board considered making an appointment to the Orange County Planning Board. <br /> Commissioner Jacobs asked if this appointment could be deferred until the Board <br /> discusses a policy about having elected officials from other entities serve on their boards. <br /> Commissioner Price said she emailed John Roberts, and he said it was fine if the <br /> BOCC wanted to appoint an elected official from another board to this board. <br /> Commissioner Jacobs said in the past, appointing other elected officials on their <br /> boards, has been avoided. He said there is only one applicant, which is not an effective pool. <br /> Commissioner Burroughs said Chapel Hill had this situation years ago, and it is really <br /> tricky to have a dual role. She said, in this particular instance, she agreed with Commissioner <br /> Jacobs. <br /> A motion was made by Commissioner Price seconded, by Commissioner Jacobs to <br /> defer this item. <br /> VOTE: UNANIMOUS <br /> d. Orange Unified Transportation Board —Appointment <br /> The Board considered making an appointment to the Orange Unified Transportation <br /> Board. <br /> A motion was made by Commissioner Price, seconded by Commissioner Jacobs to <br /> appoint the following to the Orange Unified Transportation Board: <br /> • Appointment of Justin Miller to a first full term to fill a vacancy (position #14) "At-Large" <br /> expiring 09/30/2019. <br /> VOTE: UNANIMOUS <br />
