28 VOTE: UNANIMOUS b. Commission for the Environment—Appointments The Board considered making appointments to the Commission for the Environment. A motion was made by Commissioner Rich, seconded by Commissioner Jacobs for the Board to appoint the following to the Commission for the Environment: • Appointment to a second full term (position #2) "At-Large Air Quality" for William Newby expiring 12/31/2019. • Appointment to a first full term (position #6) "At-Large" for Alan Parry expiring 12/31/2019. • Appointment to a first full term (position #7) "At-Large" for Alex Nickodem expiring 12/31/2019. • Appointment to a second full term (position #8) "At-Large" for Sheila Thomas-Ambat expiring 12/31/2019. • Appointment to a partial term (position #11) "At-Large" for Jeremy Marzuola expiring 12/31/2017. Commissioner Marcoplos said there are two other openings, for which the committee is recruiting applicants, and asked if this is accurate. Chair Dorosin said the abstract states that three openings will remain, even if the above nominations were approved, and they are for: biological resources, engineering, and general- at large. Commissioner Marcoplos said there are several willing applicants. Commissioner Rich said any applicants must fit these specific categories. Chair Dorosin asked if there are any nominations. Commissioner Marcoplos said he does not know any of the interested applicants, but was interested in understanding the process. Commissioner Price said she has served on this Commission, and said the Chair and Vice-Chair typically review applicants, looking for those with relevant experience, and will then make a recommendation to the BOCC. She said it does not have to be done this way, but has been so typically. Chair Dorosin said Commissioner Marcoplos is welcome to make a recommendation, especially for the at-large position. A motion was made by Commissioner Marcoplos, seconded by Chair Dorosin for the Board to appoint Clay Hudson for the at-large position (#13) on the Commission for the Environment. Commissioner Jacobs asked if this nominee struggled with attendance previously. Donna Baker said yes. Commissioner Jacobs opposed the motion. Commissioner Price said when she was Chair of the Commission, a letter was sent to Mr. Hudson due to his poor attendance. Commissioner McKee said this discussion points to his ongoing concern about making appointments on the fly.
