He asked if there is a proposal for how extensive this <br /> recovery needs to be. <br /> Commissioner Jacobs said the County and the Towns are parties to a recyclable <br /> materials recovery ordinance, which requires the recovery of any materials that can be <br /> recycled such as bricks, cinder blocks and clean wood. <br /> Deputy Chief Lawrence said he did check, and that is their standard practice. <br /> Commissioner Marcoplos said he was approached several years ago about <br /> deconstruction of the old Mama Dip's restaurant, and he was able to deconstruct it for less <br /> cost than demolition. He said Habitat for Humanity will take things out for free, and it is cost <br /> effective to do deconstruction. <br /> Bonnie Hammersley said she would follow up on this point with the Town of Chapel Hill. <br /> Commissioner Jacobs said he wanted to make sure that deconstruction is not being <br /> handed off to an entity that was not aware of the local practices, and the Board has an <br /> obligation to the larger world to promote environmentally sound policies. <br /> VOTE: UNANIMOUS <br /> c. Financial Policy for Outside Agency Funding <br /> The Board considered establishing and approving a financial policy for Outside Agency <br /> Funding that provides guidance on the appropriation of County funds to the non-profit <br /> community, with the scope of the policy establishing funding targets and criteria. <br /> Gary Donaldson, Chief Financial Officer, reviewed the background information below: <br /> BACKGROUND: <br /> Each year as a part of the budget process, Outside Agencies' applications and scorecards are <br /> provided to the County Manager to assist in recommending funding decisions as part of the <br /> Manager's Recommended Budget. <br /> The Board of County Commissioners then approves funding as part of the Budget Adoption <br /> process in June of each year. <br /> November 2016 Work Session <br /> Following a presentation and work session on November 10, 2016, the Board of County <br /> Commissioners directed staff to develop a financial policy which specifies the funding <br /> methodology for funding Outside Agencies. <br /> The following five funding scenarios were presented; <br /> 1) Percent of Budget <br /> 2) Previous Year's Allocation as Base <br /> 3) Incremental Unit of Tax Rate <br /> 4) Dollars Per Capita <br /> 5) Fixed Dollar Amount <br />
