21 <br /> Orange County, NC <br /> Financial Plan & Rate Study for Solid Waste Enterprise Fund SCS ENGINEERS <br /> Residents may also drop-off their source-separated food waste into separate containers <br /> designated for composting at the Walnut Grove Church Road Solid Waste and Recycling Center. <br /> This is currently the only waste and recycling center that accepts residential food waste for <br /> composting, although wood waste composting will be incorporated into the Eubanks Road Waste <br /> and Recycling Center upon its completion. Orange County Solid Waste also sells compost bins <br /> for $50.00 apiece at the administration building on Eubanks road. <br /> The compost produced by Brooks meets the Class "A"rating by the State of North Carolina, the <br /> highest regulatory ranking available for compost. The product is suitable for unrestricted use on <br /> agricultural crops, landscaping plants, turf, or ornamentals. It is sold at a cost of$30.00 per yard <br /> to residents. The County also maintains two outdoor composting demonstration sites for <br /> educational purposes, and instructional classes are held at the sites at least four times per year. <br /> Orange County Solid Waste can also help set up or teach composting programs for interested <br /> organizations. These programs are free to Orange County residents and businesses. <br /> 1 .9 COUNTY SOLID WASTE MANAGEMENT DEPARTMENT <br /> STAFFING <br /> The Department is responsible for the overall management of the County's solid waste program. <br /> It is currently staffed with approximately 64 total positions. As shown in Appendix A, from a <br /> personnel standpoint,the Department is subdivided into three sections (note this breakdown <br /> differs from the breakdown of administrative Divisions within the department): <br /> • Environmental Support <br /> • Solid Waste Operations <br /> • Recycling Operations <br /> Mr. Gayle Wilson serves as the Solid Waste Management Director. Additional managerial <br /> positions within the Department include Solid Waste Planner, Administrative Officer, <br /> Management and Program Specialist, Solid Waste Operations Manager, Solid Waste Engineer, <br /> Heavy Equipment Mechanic Supervisor, Solid Waste Collection Services Manager, <br /> Environmental Enforcement Supervisor, Recycling Programs Manager, Recycling Programs <br /> Supervisor, and Solid Waste Field Services Supervisor. <br /> 1 . 10 VEHICLES <br /> The Department and its contractors provide collection services to residences and businesses <br /> within the County using a combination of trucks for recyclables, residential solid waste (from <br /> collection centers), institutional solid waste, yard waste, food waste, and bulky waste. The <br /> Department has a long-term fleet replacement plan. Appendix B lists the current Department <br /> fleet inventory by division. <br /> The Department maintains a vehicle fleet separate from the main County fleet in regards to <br /> acquisition, maintenance, and utilization, the only department within the County government <br /> infrastructure to do so. A Fleet Management Review was conducted by Chatham Consulting, <br /> Inc., in 2012 which offered observations and recommendations to increase the efficiency of the <br /> operations of the Department fleet.
