16 <br /> Orange County, NC <br /> Financial Plan & Rate Study for Solid Waste Enterprise Fund SCS ENGINEERS <br /> Urban curbside collection began within the County in the Towns of Chapel Hill, Carrboro, and <br /> Hillsborough by a private contractor in 1988. Weekly urban curbside recyclables collection is <br /> now provided by OCR via a contracted private hauler in the three towns and the portion of <br /> Chapel Hill located in Durham County. Residential curbside service began in select rural areas of <br /> Orange County in 1993, and in 2015 the Department commissioned a collection route <br /> optimization study which also assessed the feasibility of implementing curbside recyclables <br /> collection in rural households which were not previously offered the service.
