12 <br /> Orange County, NC <br /> Financial Plan & Rate Study for Solid Waste Enterprise Fund SCS ENGINEERS <br /> • Vehicle improvement plans <br /> • Vehicle maintenance plans and anticipated costs <br /> • Solid waste agreements <br /> • Planned and potential capital improvement projects <br /> • Program fee drivers, memorandums, and other narratives <br /> 1 . 1 .2 Staff Communications <br /> SCS held a project kickoff teleconference to initiate the Study, which provided a forum to <br /> confirm the scope of services, discuss data needs, and identify key issues for County staff. <br /> During the course of the Study, SCS conducted a series of additional conference calls with <br /> County staff managing different facets of the overall System. These conference calls, along with <br /> routine email communications, gave SCS an opportunity to review Study progress, verify overall <br /> assumptions, and receive useful input from County staff. In addition, SCS representatives gave a <br /> presentation of initial Study findings at a County Manager's Meeting on 5/10/16 as well as a <br /> meeting of the Solid Waste Advisory Group (SWAG), a group of public and private solid waste <br /> stakeholders from various County and Town organizations on 5/25/16. SCS met with the County <br /> Manager and other County leaders again on 8/3/16 to review the financial analysis and <br /> conclusions and recommendations from the study. <br /> 1 .2 SOLID WASTE ORDINANCES <br /> Chapter 34 of the County Code contains the County's solid waste ordinances. Ordinances fall <br /> under three articles related to general solid waste topics, collection and disposal, and regulated <br /> recyclable material. <br /> 1 .2. 1 Regulated Recyclable Materials Ordinance <br /> Of particular note is the Regulated Recyclable Materials Ordinance (RRMO), which went into <br /> effect on October 1, 2002. The RRMO requires that C&D projects have a waste management <br /> plan in place. It also mandates that certain bulky materials such as scrap metals, clean wood, <br /> pallets, and corrugated cardboard from commercial waste streams be recycled and not disposed <br /> of in a landfill. Applications for self-haul of recyclable material are available through the <br /> Department for a fee. There is also a charge of$25 per vehicle for a Collector's License which is <br /> applied to a vehicle used to haul C&D waste within the County with a Gross Vehicle Weight of <br /> greater than 9,000 pounds. Open burning of solid waste and C&D is prohibited within the <br /> County. <br /> 1 .3 COLLECTION OF SOLID WASTE AND RECYCLABLE <br /> MATERIAL <br /> Collection of solid waste and traditional recyclable material (bottles/cans, mixed paper, OCC, <br /> etc.) occurs through a variety of facets (curbside collection, staffed drop-off centers, 24-hour <br /> drop-off centers, etc.) within Orange County. Orange County is somewhat unique in the <br /> municipal world in that it operates municipal curbside recyclable material collection programs <br /> but not curbside solid waste collection.
