" <br /> Eidenier asked why the Planning Board should <br /> be concerned with the issue of security. <br /> Cameron responded that Staff felt it was a <br /> matter of public safety to protect the <br /> residents of the nursing homes . <br /> Burklin asked if there are State design <br /> requirements that would address this concern. <br /> Cameron responded that the State requirements <br /> she had been able to locate dealt with the <br /> building itself rather than design standards . <br /> There was very little guidance ^as far as <br /> site design in the State requirements. <br /> Cameron continued that another issue which <br /> emerged during the discussion on nursing <br /> homes is how to permit similar uses where <br /> patients would temporarily live on site and <br /> may require some medical supervision. This <br /> type of use may include facilities for the <br /> treatment of eating disorders, stress, or <br /> anxiety disorders (phobias and obsessions) , <br /> and perhaps certain special counseling <br /> centers. <br /> Treatment facilities such as those listed are <br /> more closely aligned with nursing homes than <br /> with Rehabilitative Care" Facilities, since <br /> residents do not generally represent a threat <br /> to the safety of others. For example, a <br /> center for the treatment of eating disorders <br /> could be allowed with a Class A Special Use <br /> Permit in the same zoning districts as <br /> nursing homes; however, all of the standards <br /> of evaluation would not be the same. Extra <br /> security measures would not be necessary. <br /> Parking requirements should also account for <br /> some outpatient treatment. <br /> Jobsis expressed concern with 'spelling out' <br /> security measures . She thought that the <br /> residents would feel that they were in an <br /> encampment with no way out. Cameron <br /> responded that she felt that these <br /> provisions were necessary to avoid the <br />
