16 <br />ARTICLE XI. AMENDMENTS <br />SECTION 1. AMENDMENTS. Recommendations to amend or repeal bylaws may be <br />adopted at a regular or special meeting by the affirmative vote of two-thirds of the voting <br />members present, provided that the amendment or new bylaws has/have been submitted in <br />writing to the voting members not less than two weeks prior to the meeting. <br />SECTION 2.
