Standard A-Line Incandescent Lamps <br /> A-Line incandescent lamps no longer must meet an LPW efficiency standard. These lamps must, <br /> however, comply with the provision calling for lamp efficiency labeling. Specific labeling <br /> requirements will be established by the Federal Trade Commission. <br /> Implications forJ.,ightina Manufacturers <br /> The passage of the House bill will require that manufacturen no longer manufacture <br /> lamps that do not meet the new efficiency standards. <br /> The restriction includes all products manufactured under the Sylvania name and all products private <br /> branded. <br /> Products that will be eliminated will include all F40 workshop types, both Sylvania and private <br /> brands. <br /> Our Capsylite® line will become the new standard for reflector lamp types. This will offer our <br /> customers new opportunities to increase energy efficiency. <br /> The legislation should create new opportunities to market SuperSaver fluorescents and reduce the <br /> impact of some imports that are generally only available in full wattage types. Again this will <br /> increase energy savings and reduce environmental emissions. <br /> Implementation of the legislation after enactment will be as follows: <br /> Fluorescent F40 types 36 Months Nov. 1995 <br /> Fluorescent F96 types 18 Months May 1994 <br /> Incandescent Reflector 36 Months Nov. 1995 <br /> Other sections of the new law that will help include provisions that will mandate utility least-cost <br /> planning. This provision will mean significantly more utilities may offer rebate and incentive programs to <br /> customers. Further, a provision will eliminate the income tax consequences now applicable to utility <br /> rebates. <br /> Another provision of the new law requires that all public utility commissions allow electric utilities to earn <br /> a return on conservation and demand-side management (DSM) programs. Again, the result of this will be <br /> more rebate and incentive programs. <br /> Summary <br /> The joint House/Senate energy bill is now law and we must plan for changes required. Since this <br /> legislation mandates lamp energy efficiency we as leaders in the technology are in an excellent position to <br /> favorably impact energy conservation in this country. <br /> The elimination of many lamp types will further allow us to concentrate on production of energy efficient <br /> types and to develop new products which will meet the new requirements of energy efficiency and <br /> environmental responsiveness. <br /> 4 <br />
