By providing an expanded reservoir with the capacity to store approximately three billion gallons <br /> of water. Goal Ten is advanced Goal Ten provides for the availability of clean and safe water <br /> supplies adequate to meet future needs of the residents of Orange County. <br /> Since the additional mining activities and the resulting reservoir capacity can be obtained without <br /> acquiring productive agricultural property the proposed action complies with Goal Seven. Goal <br /> Seven promotes the continued use of agricultural land and the maintenance of the farming way <br /> of life in rural areas as a viable part of the County's economy". <br /> Goal Six promotes "economic development which emphasizes employment meeting local needs <br /> while preserving the character of communities and protecting the natural environment". The <br /> proposed action complies with Goal Six by continuation of quarry and asphalt plant activities <br /> thereby providing additional tax revenues and employment opportunities, both directly and <br /> indirectly without disrupting the character of adjacent communities. In addition, the expanded <br /> storage reservoir will provide additional high quality water for southern Orange County at little <br /> capital cost to the public and will serve to protect the natural environment through the edge <br /> ecotone, buffer areas, and aquatic habitats provided with the reservoir. <br /> The proposed action advances Goal One through the use of a mutually beneficial private/public <br /> agreement to transform a business enterprise into a public water supply reservoir. Goal One <br /> proposes "the conservation and protection of Orange County's natural and cultural environments <br /> by means which are equitable to all citizens of the County". <br /> 4-14 <br />
