Effects on water quality may also be experienced for the short term with respect to culvert construction. Turbidity increases may be expected adjacent to roadway construction areas. Water control measures can be initiated to return water quality to preconstruction levels. The major impacts to the natural resources of the area will be the removal of biotic communities and the displacement of wildlife from the expanded mining area and the roadway right-of-way and construction areas. Whereas the short-term effects include changes in migration patterns and habitats, long-term benefits afforded by the edge ecotone that will develop along the relocated roadway and the reservoir will provide a much richer diversity of flora and fauna. Additional acreage will be provided as a buffer area surrounding the future reservoir which can serve as a habitat for wildlife. The proposed action achieves several of the land use goals identified in the land use element of the "Orange County Comprehensive Plan". 4.10 Compliance with Area Land Use Goals The proposed expansion alternative is in compliance with several area land use goals. The County-wide goals for Orange County are presented as part of the land use element in the "Orange County Comprehensive Plan". These goals were set to serve as a guide in developing policies and programs related to land use and the management of growth and development in the County, and are shown in Table 4.1. 4-12
