Effects on water quality may also be experienced for the short term with respect to culvert <br /> construction. Turbidity increases may be expected adjacent to roadway construction areas. <br /> Water control measures can be initiated to return water quality to preconstruction levels. <br /> The major impacts to the natural resources of the area will be the removal of biotic communities <br /> and the displacement of wildlife from the expanded mining area and the roadway right-of-way and <br /> construction areas. Whereas the short-term effects include changes in migration patterns and <br /> habitats, long-term benefits afforded by the edge ecotone that will develop along the relocated <br /> roadway and the reservoir will provide a much richer diversity of flora and fauna. Additional <br /> acreage will be provided as a buffer area surrounding the future reservoir which can serve as a <br /> habitat for wildlife. <br /> The proposed action achieves several of the land use goals identified in the land use element of <br /> the "Orange County Comprehensive Plan". <br /> 4.10 Compliance with Area Land Use Goals <br /> The proposed expansion alternative is in compliance with several area land use goals. The <br /> County-wide goals for Orange County are presented as part of the land use element in the <br /> "Orange County Comprehensive Plan". These goals were set to serve as a guide in developing <br /> policies and programs related to land use and the management of growth and development in <br /> the County, and are shown in Table 4.1. <br /> 4-12 <br />
