suggesting that concentrations may be less than limits of analytical detection. <br /> Modelled concentrations of potentially toxic substances are also low. The maximum modeled <br /> concentrations of formaldehyde,beryllium,cadmium,chromium, nickel,manganese,and mercury <br /> are less than Threshold Limit Values (TLVs), and meet North Carolina toxic concentration <br /> standards. <br /> Finally, the carcinogenic risk posed by emissions from the Wake Asphalt Plant is quantified, and <br /> found to be smaller than the 1 x 10'6 (1/1,000,000) acceptable risk for each suspected carcinogen <br /> individually, and for the sum of all carcinogens, <br /> These findings indicate that the ambient concentrations of pollutants that can be expected to <br /> occur as a result of emissions from the new quarry asphalt plant will cause no adverse health, <br /> welfare, economic or environmental impact. Concern was raised by a nearby property owner as <br /> to the effects of the proposed action on a nearby pine plantation. Improved emissions at the <br /> asphalt plant should result in improved air quality at the pine plantation. In addition, an <br /> investigation was conducted and a report prepared which concluded that no adverse <br /> environmental effects should result at this location. <br /> 4.5.6 Noise <br /> The operations at the existing quarry will not change with the expansion. Movement of activities <br /> will bring noise generating equipment closer to the southeast. Evidence from the noise <br /> monitoring performed in March of 1992 indicates that this should have virtually no effect on <br /> residents to the southeast of the existing site. <br /> Noise levels are not expected to change due to the quarry expansion. Maintenance of vegetated <br /> buffer zones surrounding the quarry will abate the noise experienced at adjacent properties. <br /> Noise from quarry operations is expected to be non-existent during the sensitive evening and very <br /> early morning hours, as well as on weekends, due to the requirements of the existing special use <br /> permit. The hours of operation are from 7:00 AM to 5:00 PM (winter schedule 7:30 AM to 4:30 <br /> PM). <br /> Although construction and quarry noise impacts are expected to be minimal, there are two <br /> measures which can be used to minimize adverse construction noise at this location. They are: <br /> - Limit construction and quarry activities to daylight hours; and <br /> 4-9 <br />
