The NCWRC cannot agree that creation of <br /> edge habitat frcm development is of overall benefit to <br /> wildlife resources . While mature forest stands are not <br /> extensive on the site in question, the proposed project <br /> will permanently eliminate substantial terrestrial <br /> habitat, and fisheries potential of newly created <br /> aquatic habitat is likely to be low. The NCWRC accepts <br /> that natural resources impacts must be balanced against <br /> project benefits . However, we recommend that the <br /> environmental document should fairly describe project <br /> impacts as such, rather than as habitat improvements . <br /> 4) Although the exact location of the relocated SR 1104 is <br /> not known, the depicted site of the northern terminus <br /> (Figure 2 . 1) supports mature oak forest habitat . Loss <br /> of this resource from road relocation and subsequent <br /> quarry operations should be avoided or minimized if <br /> possible . <br /> Based on information provided in the DEIS, the NCWRC agrees <br /> that wetland impacts resulting from the proposed quarry expansion <br /> will be within the scope of Nationwide Permits 14 and 26 .
