C. Wildlife Resources Commission (NCWRC) has <br /> completed a review of the proposed project and possible impacts <br /> on existing wildlife and fishery resources in the area. A site <br /> inspection was conducted on June 16, 1993 . Our comments are <br /> provided in accordance with provisions of the North Carolina <br /> Environmental Policy Act (G.S. 113A-1 et seq. , as amended; 1 NCAC <br /> 25) , and the Fish and Wildlife Coordination Act (48 Stat . 401, as <br /> amended; 16 U. S . C. 661-667d) . <br /> Martin Marietta Aggregates proposes to expand existing <br /> quarry operations onto an adjacent tract of land, involving <br /> relocation of a public road and an asphalt plant . Approximately <br /> 0 .25 acres of wetlands will be affected by the project . <br /> The majority of the upland habitat in the project area has <br /> been previously disturbed by past mining activities, and forest <br /> habitat quality is relatively low. Invasion by kudzu has <br /> resulted in tree mortality and elimination of understory in many <br /> areas . Red oaks and white oaks on a ridge along the northern <br /> perimeter of the project area probably represent the highest <br /> wildlife value among the forested upland areas . <br /> Phil ' s Creek presently supports a diverse wetland community <br /> in the vicinity of the existing SR 1104 crossing. In addition to <br /> wildlife and fish habitat values, this wetland performs flood <br />
