The representative also recommended that the Town <br /> could make reasonable accommodations, such as waiving development <br /> fees, and that the Council consider assigning a member of Town <br /> staff to work with OPC in developing housing objectives. <br /> 2 . A representative of Club Nova stated concern with adults with <br /> mental illness, claiming that the mentally ill deserve safe housing <br /> and must use Section 8 funds. There is major problem, many <br /> landlords will not accept Section 8 funds if it means renting to <br /> the mentally ill and this issue needs to be addressed. Finally, <br /> the representative stated that because rents are so high, and it is <br /> difficult to afford an apartment or house in Chapel Hill, that many <br /> of the mentally ill are forced to live in substandard housing. <br /> 3 . A citizen suggested that Section 202 should be looked at as an <br /> option for the mentally ill and homeless. Section 202 allows money <br /> to be borrowed and paid back in very small increments. <br /> 4. A representative of the OPC Foundation for Mental Health stated <br /> that the organization was created to promote and fund housing for <br /> the mentally ill. They have purchased 13 apartments behind Club <br /> Nova and one group home. The representative would like Chapel Hill <br /> to endorse a plan geared toward providing housing for the very low <br /> income and mentally ill or disabled. <br /> 5. A representative from Mandala, a non profit agency, stated that <br /> the goal of this agency is to build affordable rental housing for <br /> the very low income and elderly. Their efforts are geared to <br /> persons whose incomes range between $12, 000 and $30, 000 for two or <br /> more people. <br /> • <br />
