The <br /> representative-said that insects, and in some cases, rats are a big <br /> problem. There representative also claimed that painting is needed <br /> inside and out, and that residents should be able to paint their <br /> own apartments at Public Housing expense, that better maintenance <br /> is needed, playgrounds are inadequate, smoke detectors do not work, <br /> and glass doors need to be replaced. A suggestion was that public <br /> housing residents should be hired to help contractors do the <br /> necessary work on their houses. <br /> 6. New public housing should be built as needed, but less will be <br /> needed if people are moved through the system <br /> 7. One citizen suggested that the Town put a ceiling on public <br /> housing rent and that the Council consider subsidizing low income <br /> homes because there are many people who cannot afford a $100, 000 <br /> home. <br /> IV. Housing for Low Income Families <br /> 1. Low cost, multiple family housing should be built that is not <br /> open to student penetration; one of the big problems in housing in <br /> Chapel Hill and Carrboro. <br /> 2 . One citizen spoke on behalf of the Pine Knolls Housing <br /> Development stating that it gives low income families a chance to <br /> own houses. <br /> 3 . A citizen commented that there should be more Section 8 <br /> housing, more safe, and more decent housing in a better living <br /> environment. <br /> V. Affordable Housing <br /> 1. Increase the housing stock of single family, detached housing, <br /> in a traditional subdivision for less than $100, 000. <br /> 2. The Town should pursue denser townhome developments. <br /> 3 . A representative of Orange County Habitat for Humanity said he <br /> has been working with Roger Waldon so that Habitat and the Town <br /> could move together. He said that property taxes are too high in <br /> Chapel Hill for a Habitat family to afford. <br /> VI. Housing Needs for Special Populations <br /> 1. A representative from OPC Mental Health Center stated that the <br /> majority of their clients can live independently with support <br /> services.
