054 <br /> SUMMARY OF CITIZEN COMMENTS <br /> From Chapel Hill Public Hearing September 20, 1993 <br /> I. General Suggestions <br /> 1. A one-page summary which explains the CHAS is and what its <br /> potential is needed. <br /> 2 . The Town should continue to fully fund a rehabilitation <br /> program. <br /> 3 . The Town Council should take a personal tour of each public <br /> housing neighborhood and determine firsthand what needs to be done <br /> to make their appearance both inside and out meet minimum <br /> standards. <br /> II. The Homeless <br /> 1. We need a homeless shelter for women and children. <br /> 2 . We need transitional housing for women and children coming out <br /> of the homeless shelter or the battered women's shelter. <br /> 3 . We need transitional housing for single people coming out of <br /> the homeless shelters. <br /> 4. Homeless facilities need grants for construction and assistance <br /> to operate. <br /> III. Public Housing <br /> 1. Current public housing should be maintained at the same level as <br /> is expected in privately owned apartment complexes. People living <br /> in public housing should not be expected to live in sub-standard <br /> housing. <br /> 2 . Public housing should not become a permanent solution. People <br /> who are able to pay market rents, with or without Section 8 aid, <br /> should be mainstreamed into private housing. <br /> 3 . If there are barriers to Section 8 recipients moving into <br /> mainstream rental units, those barriers should be removed. We need <br /> much closer supervision of landlords who accept Section 8 <br /> recipients, and of all landlords, than we have present. <br /> 4 . A former resident of a homeless shelter and now a volunteer at <br /> the IFC shelter said that she was appalled at some of the things <br /> she had to live with in Orange County. She said that the residents <br /> of the homeless shelter are mistreated, and that every effort <br /> should be made to find them homes. She also stated that if <br /> landlords accept Section 8 funds, they should be held responsible <br /> for health violations. Here health was violated and she cannot get <br /> her health back. She would like the Town to come together and <br /> build houses for the homeless. <br />
