052 <br /> 9. The Orange Community Housing Corporation will begin four <br /> first time homebuyers ventures. The first known as Magnolia <br /> Place, a planned 42 unit single family subdivision in <br /> Hillsborough; Abbotts Colony - five lots in this existing <br /> subdivision in Chapel Hill will be developed; Creel Street - two <br /> lots will be developed in cooperation with the Knolls <br /> Neighborhood Development Association; and lastly OCHC will <br /> administer a second mortgage program for families who purchase <br /> existing townhomes in the County. <br /> 10 . Habitat for Humanity will build four (4 ) homes for low <br /> income homebuyers. <br /> 11 . The Hillsborough Affordable Housing Corporation will begin <br /> construction of Whitted Forest - a 35 multifamily rental complex <br /> in Hillsborough. <br /> 12 . The Aids Service Agency will begin development of a proposed <br /> home for persons with AIDS in Carrboro. <br /> Monitoring Standards and Procedures <br /> I. Monitoring Plan--Orange County. The Orange County Board of <br /> Commissioners will serve as the monitoring agent for <br /> evaluating the success of the annual action plan. Staff will <br /> prepare a report for all local governments in Orange County <br /> and HUD describing all housing activities in the county <br /> during the previous year, relating each to this action plan. <br /> All agencies and organizations providing housing assistance <br /> of any kind will be requested to comment on the evaluation <br /> and help determine ways to improve performance under this <br /> CHAS. <br /> Monitoring Plan--Chapel Hill. The Planning Department will <br /> be responsible for the implementation of all housing <br /> programs and assistance within the Town of Chapel Hill. The <br /> Housing Advisory Board will serve as the monitoring agent <br /> for evaluating the success of the annual action plan. The <br /> Housing Advisory Board is a volunteer group of Chapel Hill <br /> citizens, including public housing residents, who advise the <br /> Town Council on housing issues. The Board will provide <br /> oversight for the implementation of the CHAS to insure that <br /> statutory and regulatory requirements are being met. <br /> 43 <br />
