051 <br /> ANNUAL PLAN, October 1, 1993 through September 30, 1994 <br /> During this Federal fiscal year, participating jurisdictions <br /> intend to use the following resources for carrying out housing <br /> assistance activities: <br /> 1 . CDBG Entitlement Funds (Town of Chapel Hill) in the amount <br /> of approximately $433, 000. For FY 1993-94, these funds are <br /> earmarked for: ( 1 ) rehabilitation and renovation of public <br /> housing; (2 ) neighborhood revitalization; ( 3) Economic <br /> Development; (4 ) Capital Projects. <br /> 2 . Funds from the McKinney Act Transitional Housing for the <br /> Homeless Program will be applied for during this fiscal year by <br /> Orange Community Housing Corporation and the InterFaith Council <br /> for Social Service. A 6-to-9 unit project is proposed, using <br /> existing housing stock and including supportive services for the <br /> residents who will be trying to move from sheltered to <br /> independent living. The proposal was considered this year, but <br /> delayed due to competing uses of the potential matching fund from <br /> the Town of Chapel Hill. If the Town continues its practice of <br /> allocating $150,000 for low-income housing, matching funds may be <br /> requested from the Town for the transitional project. <br /> 3. $105,000 in CDBG funds to acquire three structures for <br /> housing rehabilitation and transferred to the Pine Knolls <br /> Development Association to assist this organization in providing <br /> 20 homeownership opportunities. <br /> 4 . Operating support for Orange Community Housing Corporation <br /> (OCHC) includes $35,000 from Orange County, $50, 000 from Chapel <br /> Hill, and $10,000 from Carrboro. As a nonprofit corporation, <br /> OCHC can apply for and use funds for which local participating <br /> jurisdictions may not be eligible. <br /> 5 . Orange County and Carrboro will continue to submit <br /> applications for Small Cities CDBG Grants for Community <br /> Revitalization activities. <br /> 6 . The Town of Chapel Hill will use funds under the <br /> Comprehensive Grant Program of HUD for improvements to several <br /> public housing developments. The 1993 award was $300, 000 . <br /> 7 . The Town of Chapel Hill will provide a $90,000 construction <br /> loan to the Pine Knolls Neighborhood Development Association for <br /> their homeownership program. Two houses will be rehabilitated and <br /> sold to low income households. <br /> 8 . The Orange Community Housing Corporation will begin <br /> construction of a 50 unit rental complex known as Dobbins Heights <br /> in Chapel. <br /> 42 <br />
