i1 <br /> advertisement in the newspaper, approximately 350 housing providers <br /> and advocates for all housing interest groups received a personal <br /> announcement in order to increase attendance and comments at the <br /> hearings. <br /> The first public hearings provided the opportunity to present the <br /> CHAS requirements to the elected officials and receive citizen <br /> comments. The Orange County Board of Commissioners held a public <br /> hearing on September 7 , 1993; Hillsborough Town Board held a public <br /> hearing on September 14, 1993; Chapel Hill Town Council held a <br /> public hearing on September 20, 1993; and Carrboro Board of <br /> Aldermen held a public hearing on October 5, 1993. There were no <br /> comments received at the Hillsborough or Orange County hearings, <br /> however, citizen comments were received at the Carrboro and Chapel <br /> Hill hearings. A summary of those comments are included in the <br /> Attachment Section of this document. <br /> In addition, a joint public hearing was held on October 14 , 1993 to <br /> review the proposed CHAS. This hearing was also publicized in the <br /> local newspaper. The notice included information regarding where <br /> citizens could review the proposed document prior to attending the <br /> joint hearing. <br /> The public comment period began on October 15, 1993 and ended when <br /> each local jurisdiction approved the submission of the CHAS as <br /> follows: Chapel Hill, ; Orange County, ; <br /> Hillsborough, ; Carrboro, The plan that <br /> follows is the result of this process. <br /> 2 <br />
