Chapel Hill Department of Housing and Community Development <br /> Operates as the Town' s Housing Authority, operating public housing <br /> in Chapel Hill and Carrboro, and implementing the Town' s affordable <br /> housing program. <br /> c. Chapel- Hill Planning Department - Administrator of the <br /> Town' s CDBG entitlement program. Also, responsible for long range <br /> planning and policy design for housing development. <br /> d. Carrboro Planning Department- Houses the Carrboro CDBG <br /> small cities program and the Rental Rehabilitation Program <br /> administration. OCHC is also <br /> a central clearinghouse for information about other nonprofits ' <br /> housing efforts, including Orange County Mental Health Association, <br /> AIDS Service Agency, local churches and other involved in housing <br /> assistance. OCHC is planning at least one housing development <br /> project each year. <br /> b. Orange County Habitat for Humanity, Incorporated - A strong <br /> local affiliate of the national organization. <br /> c. InterFaith Council for Social Service - Operators of the <br /> homeless shelter and chief advocates for the homeless population. <br /> IFC also offers a program to prevent homelessness through financial <br /> assistance to families that are at risk of losing their permanent <br /> housing. <br /> d. Orange Congregations in Mission, serving northern Orange <br /> County, offering programs that prevent homelessness through <br /> financial assistance to families that are at risk of losing their <br /> permanent housing, and proposing a 35-unit rental project in <br /> Hillsborough. <br /> e. Joint Orange-Chatham Community Action Agency, offering a <br /> wide variety of rehabilitation, weatherization, counseling, and <br /> financial assistance to very low income families. <br /> f.
