Actual data regarding the number of outdoor privies in <br /> the County are not available, the 1990 Census estimates that there <br /> are approximately 297 units without indoor bathrooms. Further, a <br /> 1989 report from the N.C. Rural Economic Development Center reports <br /> an estimated 1, 052 units without indoor plumbing. Any countywide <br /> housing strategy must address the need for attention to water and <br /> sewer problems of individuals since this item is often the <br /> associated with substandard housing conditions. Solutions to remedy <br /> this problem include connection to existing water/sewer systems, <br /> installation of wells and septic tank systems as a part of a <br /> comprehensive housing rehabilitation program. <br /> Strategy/Investment Plan: The following programs and resources will <br /> be pursued over the next five years in order to meet this goal. <br /> A. Federal: HOME Investment Partnerships Program <br /> B. State: Small Cities CDBG Program <br /> N.C. Housing Trust Fund <br /> Farmers Home Administration <br /> Community Services Block Grant <br /> C. Local: Other Local Revenue Sources <br /> Priority: Encourage the community to discuss and plan for a family <br /> shelter in Orange County as recommended by the Homeless Women and <br /> Children Task Force. <br /> Analysis: The Homeless Women and Child Task Force reported that <br /> homeless women and children are the fastest growing sector of the <br /> homeless population in Orange County. As of September 30, 1993, 147 <br /> women and 62 children received services at teh Inter-Faith Council <br /> ( IFC) Community House. Further, the Orange/Durham Coalition for <br /> Battered Women provided emergency and transitional shelter for 53 <br /> Orange County women and children. Many other women in our county <br /> slept in cars or on the streets and cannot be counted. The <br /> Community House rejects families almost daily due to the lack of <br /> space at the existing shelter. <br /> The IFC Shelter operates at capacity and no shelter exists in <br /> northern Orange County, creating a transportation problem for <br /> persons who may be employed in that part of the County. In <br /> addition, the current shelter must serve persons with very <br /> different needs, from single mothers with young children to single <br /> men recovering from substance abuse, within the same facility. <br /> Strategy/Investment Plan: In addition to assisting the Orange <br /> County Task Force on Homeless Women and Children establish a study <br /> committee, the following programs and resources will be pursued <br /> over the next five years in order to meet this goal. <br /> A.
