Many low and very low income <br /> homeowners cannot afford to make needed repairs to their homes, and <br /> deferred maintenance has created a need for homeowner <br /> rehabilitation assistance. This is particularly true for elderly <br /> homeowners in the County. Additionally, many rental units are also <br /> substandard thereby creating unsafe conditions for many of the <br /> County' s renters. <br /> Strategy/Investment Plan: The following programs and resources will <br /> be pursued over the next five years in order to meet this goal. <br /> A. Federal: HOME Investment Partnerships Program <br /> CDBG Entitlement Program <br /> B. State: N.C. Housing Trust Fund <br /> Small Cities CDBG Program <br /> C. Local: Chapel Hill Housing Trust Fund <br /> D. Private: Local Non-Profit Housing Corporations <br /> All local governments in Orange County will generally support <br /> applications for these programs and resources from eligible non- <br /> profits and other entities when funding becomes available. When <br /> necessary, the resident unit of local government will take the lead <br /> and apply directly for the funding. <br /> Priority: Provide assistance to households at less than 80% of <br /> median income to connect to existing public water/sewer systems . <br /> Analysis: There is a high incidence of homes with malfunctioning or <br /> failing septic systems and contaminated wells. An estimated 10 - <br /> 20% of the County' s septic systems are failing at any given moment. <br /> According to local data, there are approximately 500 households <br /> within an existing utility service area which are not connected to <br /> public service. Financial assistance with actual utility connection <br /> fees and associated plumbing costs is necessary to reduce this <br /> public health nuisance. <br /> Strategy/Investment Plan: The following programs and resources will <br /> be pursued over the next five years in order to meet this goal. <br /> A. Federal: HOME Investment Partnerships Program <br /> B. State: Small Cities CDBG Program <br /> C. Local: Chapel Hill Housing Trust Fund <br /> Other Local Revenue Sources <br /> Priority: To reduce the number of housing units without indoor <br /> plumbing. <br /> Analysis: In rural Orange County, many families still live with <br /> outdoor privies rather than indoor plumbing. In unincorporated <br /> Orange County, while land accessible to urban services is <br /> available, many existing residences lack adequate plumbing <br /> 35 <br />
