SUMMARY OF FIVE YEAR STRATEGY <br /> Orange County' s strategic purposes and objectives in this five year <br /> strategy include: <br /> * Increasing the supply of standard, affordable rental housing <br /> through the rehabilitation of existing housing units and, if <br /> appropriate, the construction of new units; <br /> * Promoting homeownership for first-time homebuyers at 60% and <br /> below area median income; <br /> * Addressing the needs of homeless individuals and homeless <br /> families with children; <br /> * Maintaining/Revitalizing existing neighborhoods through the <br /> rehabilitation of deteriorated housing and the alleviation of <br /> inadequate plumbing facilities; <br /> * Reducing lead-based paint hazards; <br /> * Meeting the housing needs of large families and persons <br /> other than the homeless with special needs such as the <br /> mentally ill and those recovering from substance abuse; <br /> * Encourage low income families in public and assisted housing <br /> to participate in a homeownership program or an organized <br /> program to achieve economic independence and self- <br /> sufficiency. <br /> * Providing transitional housing opportunities for the <br /> homeless and special populations to bridge the gap between <br /> the homeless shelter and the private or assisted housing <br /> markets. <br /> * Facilitating the construction of Single Room Occupancy (SRO) <br /> units in the County as an alternative housing option. <br /> 30 <br />
