-423 <br /> HOME Housing Investment Partnership Program This federal program is <br /> authorized under Title II of the National Affordable Housing Act <br /> and provides funding for acquisition, housing rehabilitation, new <br /> construction and tenant-based rental assistance activities. <br /> HOPE I This federally assisted program provides homeownership <br /> opportunities for eligible families to purchase multifamily and <br /> non-scattered site, single family public and Indian housing. HUD <br /> awards both planning and implementation grants to selected eligible <br /> applicants to assist them in developing and carrying out <br /> homeownership programs for eligible families. This program is <br /> available in Chapel Hill public housing neighborhoods. <br /> HUD' s McKinney Act Transitional Housing Program This program <br /> allots federal aid to develop innovative approaches for providing <br /> housing and supportive services to homeless persons. The goal of <br /> this program is to develop supportive housing primarily for de- <br /> institutionalized homeless individuals, other homeless individuals <br /> with mental disabilities, and homeless families with children. <br /> Section 8 Moderate Rehabilitation Program The funds allotted for <br /> this program are used to assist very low-income families in <br /> obtaining decent, safe, and sanitary housing, as well as privately <br /> owned, rehabilitated buildings. Orange County administers this <br /> program and is presently maintaining rental assistance for units <br /> which have been previously rehabilitated under this program. <br /> Section 8 Existing Housing Certificate Program This program is <br /> designed assist very low-income families in finding decent, safe, <br /> and sanitary private accommodations. This program is designed for <br /> very low-income families who are certified as eligible by the <br /> county. Tenants are encouraged to negotiate directly with <br /> landlords for rental housing that best meets their needs . The <br /> program allows tenants to move and continue to receive rent <br /> subsidies. <br /> Section 8 Existing Housing Voucher Program Similar to the housing <br /> certificate program, this program assists very low-income families <br /> in finding decent, safe, sanitary, and private housing <br /> accommodations. However, this program differs from the certificate <br /> program because allows families with greater choice in the <br /> selection of a rental unit. The housing voucher program permits <br /> families to rent units beyond the fair market rents. The Section <br /> 8 programs are targeted countywide. <br /> 2. Non-Federal Public <br /> i. State Programs <br /> Community Development Block Grants (Small Cities) Federal aid is <br /> supplied to promote sound community development to small cities and <br /> counties through the State of North Carolina.
