AVAILABLE RESOURCES <br /> To complete the goals outlined in this strategy, the following <br /> federal, state, and local resources will be available to Orange <br /> County and to Chapel Hill: <br /> 1. Federal Programs <br /> Public Housing Development This program provides federal aid to <br /> local public housing agencies (PHA' s) to develop housing for lower- <br /> income families. Local PHA' s such as the Town of Chapel Hill <br /> Department of Housing and Community Development develop, own, and <br /> operate public housing projects. HUD furnishes technical <br /> assistance in planning, developing, and managing the projects and <br /> gives three kinds of financial assistance: funding for development <br /> costs, annual contributions for operating subsidy, and <br /> modernization funds. Only low-income Chapel Hill residents are <br /> eligible for this program. <br /> Public Housing Operating Subsidy This program provides federal <br /> aid to local public housing agencies for project operation. HUD <br /> provides annual contributions (operating subsidies) required to <br /> help public housing authorities maintain and operate their <br /> projects, establish operating reserves, and offset operating <br /> deficits. The target groups for this project are low-income <br /> persons living in Chapel Hill and Carrboro. <br /> Comprehensive Grant Program This program dispenses federal aid to <br /> public housing agencies to finance capital improvements in public <br /> housing projects. HUD finances capital improvements and related <br /> management improvements in public housing projects to upgrade <br /> living conditions, correct physical deficiencies, and achieve <br /> operating efficiency and economy. This program targets group- <br /> public housing residents living in Chapel Hill and Carrboro. <br /> Community Development Block Grant (Entitlement) This program <br /> allots federal aid to promote sound community development. Annual <br /> Community Development Block Grant funds are provided on a formula <br /> basis to entitled communities to carry out a wide range of <br /> community development activities directed toward neighborhood <br /> revitalization, economic development, and improved community <br /> facilities and services. All CDBG activities must benefit low and <br /> moderate income persons; or aid in the prevention or elimination of <br /> slums and blight; or address other community development needs that <br /> present a serious and immediate threat to the health or welfare of <br /> the community. The Town of Chapel Hill targets low and moderate <br /> income persons at or below 80% of the area median income. <br /> 19 <br />
