(JOINT PLANNING HEARING) s 0 G
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No.
ACTION AGENDA ITEM ABSTRACT
Meeting Date : October 14 , 1993
SUBJECT: Comprehensive Housing Affordability Strategy (CHAS )
DEPARTMENT: Housing/Comm. Dev. PUBLIC HEARING YES: x NO:
ATTACHMENT(S) : INFORMATION CONTACT: Tara L. Fikes
Draft CHAS x 2490
TELEPHONE NUMBER-
Hillsborough - 732-8181
Chapel Hill - 968-4501
Mebane - 227-2031
Durham - 688-7331
PURPOSE: To receive citizen comments regarding the draft
Comprehensive Housing Affordability Strategy for Orange County.
BACKGROUND: The Comprehensive Housing Affordability Strategy (CHAS ) is
a five year comprehensive planning document that identifies the overall
housing needs in the County and outlines a five-year strategy as well as a
one year plan to address those needs. The CHAS is a planning document
which guides future planning and implementation of housing programs in
Orange County; It is not an application for -funding, nor does it commit
any local funds for housing programs . Any jurisdiction participating in
the Federal -Community Development Block Grant Program (Chapel Hill) and/or
_-_the Federal HOME Investment Partnership Program (Orange County including
the Towns) must have an approved CHAS.
In 1992 , a "Consolidated" CHAS covering the County and the Towns of
Carrboro, Chapel Hill and Hillsborough was approved by the U'.S.
Department. of Housing and Urban Development (HUD) . This -year, - due -to the
availability of 1990 census data, all localities with an approved CHAS
must submit an updated five year plan by December 31, 1993.
Additionally, local jurisdictions are required -to provide at least two T
opportunities for citizen comments during the CHAS development process .
The first public hearing should be held -prior -to development of the draft
CHAS document. These hearings were held by the four local governments
during the month of September with the exception of Carrboro which held
their first hearing on October 5, 1993 . The second public hearing should
be held after the draft CHAS is prepared but before final approval by the
elected bodies and submission to HUD.
The draft CHAS has been prepared and this public hearing provides the
necessary opportunity for public comment regarding this document. In
addition, local staff is also interested in receiving information
regarding future plans of local non-profit housing/human service
organizations in order to include these activities in the County's
overall strategy.
