Fikes <br /> Draft CHAS x 2490 <br /> TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To receive citizen comments regarding the draft <br /> Comprehensive Housing Affordability Strategy for Orange County. <br /> BACKGROUND: The Comprehensive Housing Affordability Strategy (CHAS ) is <br /> a five year comprehensive planning document that identifies the overall <br /> housing needs in the County and outlines a five-year strategy as well as a <br /> one year plan to address those needs. The CHAS is a planning document <br /> which guides future planning and implementation of housing programs in <br /> Orange County; It is not an application for -funding, nor does it commit <br /> any local funds for housing programs . Any jurisdiction participating in <br /> the Federal -Community Development Block Grant Program (Chapel Hill) and/or <br /> _-_the Federal HOME Investment Partnership Program (Orange County including <br /> the Towns) must have an approved CHAS. <br /> In 1992 , a "Consolidated" CHAS covering the County and the Towns of <br /> Carrboro, Chapel Hill and Hillsborough was approved by the U'.S. <br /> Department. of Housing and Urban Development (HUD) . This -year, - due -to the <br /> availability of 1990 census data, all localities with an approved CHAS <br /> must submit an updated five year plan by December 31, 1993. <br /> Additionally, local jurisdictions are required -to provide at least two T <br /> opportunities for citizen comments during the CHAS development process . <br /> The first public hearing should be held -prior -to development of the draft <br /> CHAS document. These hearings were held by the four local governments <br /> during the month of September with the exception of Carrboro which held <br /> their first hearing on October 5, 1993 . The second public hearing should <br /> be held after the draft CHAS is prepared but before final approval by the <br /> elected bodies and submission to HUD. <br /> The draft CHAS has been prepared and this public hearing provides the <br /> necessary opportunity for public comment regarding this document. In <br /> addition, local staff is also interested in receiving information <br /> regarding future plans of local non-profit housing/human service <br /> organizations in order to include these activities in the County's <br /> overall strategy. <br />
