NOTICE OF PUBLIC HEARING ON <br /> AN ENVIRONMENTAL IMPACT STATEMENT FOR A PROPOSED EXPANSION <br /> OF AMERICAN STONE QUARRY <br /> AND <br /> THE COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY FOR ORANGE <br /> COUNTY <br /> Pursuant to the requirements of Section 3.2 of the Orange County Environmental Impact <br /> Ordinance, notice is hereby given that a public hearing will be held in the Orange Water and <br /> Sewer Authority (OWASA) Operations Center on 400 Jones Ferry Road in Carrboro, NC on <br /> October 14, 1993 at 7:30 p.m. for the purpose of giving all interested citizens an opportunity <br /> to speak for or against the following items: <br /> ORANGE COUNTY ENVIRONMENTAL IMPACT ORDINANCE <br /> 1. American Stone Quarry Expansion <br /> An Environmental Impact Statement has been prepared for a proposed expansion to the <br /> American Stone Quarry site located on N.C. Highway 54 at Bethel-Hickory Grove <br /> Church Road. The proposed expansion involves: (1) Re-alignment of Bethel-Hickory <br /> Grove Church Road to the east of the existing quarry; (2) relocation of the existing <br /> asphalt plant to the east of the re-alignment of Bethel-Hickory Grove Church Road; (3) <br /> re-alignment of the waterway on the northwest border of the quarry site; and (4) the <br /> eastward expansion of mining activities. <br /> The Environmental Impact Statement was distributed for comments through the North <br /> Carolina Clearinghouse and comments were received by the Planning Department on July <br /> 29, 1993. An advertised public review period for citizens to study the EIS document was <br /> held from June 30, 1993 to July 22, 1993. The purpose of this hearing is to present <br /> comments to the Orange County Board of Commissioners, as required by Section 3.2 of <br /> the Orange County Environmental Impact Ordinance. <br /> COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY FOR ORANGE COUNTY <br /> The Comprehensive Housing Affordability Strategy (CHAS) is a comprehensive planning <br /> document that identifies the overall housing needs in the County and outlines a strategy to <br /> address these needs. A "Consolidated" CHAS was developed in 1991 with Orange County and <br /> the Towns of Carrboro, Chapel Hill and Hillsborough and approved by the U.S. Department of <br /> Housing and Urban Development (HUD). This year, HUD is requiring the submission of an <br /> updated five-year plan to include 1990 census data. This update is due December 31, 1993. <br /> The purpose of this hearing is to receive citizens comments regarding the draft CHAS document. <br /> Comments received during this hearing will be incorporated into the final document submitted <br /> to HUD. The draft CHAS document is available for public inspection in the Orange County, <br /> Chapel Hill, Carrboro and Hillsborough Planning Departments after October 11, 1993. <br />
