ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: June 26, 2007
Action Agenda
Item No. ~ - G G
SUBJECT: 9-1-1 Center Authorization for Construction-Manager-at-Risk
DEPARTMENT: Purchasing and Central PUBLIC HEARING: (Y/N) No
Services
ATTACHMENT(S): INFORMATION CONTACT:
Pam Jones (919) 245-2652
PURPOSE: To consider authorizing the upfit of the proposed 9-1-1 Center at 510 Meadowlands
Drive, Hillsborough using the Construction Manager at Risk (CMAR) method of contracting.
BACKGROUND: The County has historically used a traditional approach to contracting for
construction by issuing bids for projects. However, several years ago, the General Assembly
approved legislation that allows local governments to use a CMAR for construction of projects,
similar to what had previously been allowed for State construction projects. As the Board may
recall, the CMAR method of contracting allows the County to interview and select a firm based
on their qualifications rather than a submitted bid price. Following the qualifications-based
selection process, the Board would approve the CMAR firm. Only then would the County, the
architect and the CMAR begin to formulate a project that would meet programming needs within
the established budgetary constraints. A CMAR contract which outlines the Guaranteed
Maximum Price of the resulting project would then be presented for BOCC approval prior to the
commencement of construction. This is an efficient and cost effective method of completing
capital building projects and would eliminate any "sticker shock" on bid day, as is often currently
the case.
CMAR is currently the contract method of choice in the construction of the Central Orange
Senior Center, the County Campus office building and library and the Animal Services Facility.
With the Board's concurrence, staff will also utilize this process in the upfit of the 9-1-1 Center
and will present the proposed CMAR, along with the proposed budget for the established scope
of work in Fall 2007.
FINANCIAL IMPACT: No direct financial impact at this time.
RECOMMENDATION(S): The Manager recommends that the Board authorize staff to pursue a
Construction-Manager-at-Risk (CMAR) for the 9-1-1 Center upfit.
