2 <br /> A joint public hearing before the Orange County, Carrboro and Chapel Hill <br /> governing Boards is required for amendments to the JPA Land Use Plan. A <br /> Plan amendment for the quarry site was presented at a JPA public hearing on <br /> October 10, 1991. Concern with potential environmental impact was raised <br /> during the public hearing process. The applicants chose to prepare and <br /> submit the EIS prior to submittal of the Special Use Permit so that more <br /> information would be available at the time of the decision on the Land Use <br /> Plan amendment. It is recommended that the public hearing on the EIS be <br /> held at the joint public hearing as a courtesy to Chapel Hill and Carrboro. <br /> The amendment to the JPA Land Use Plan will be scheduled in conjunction <br /> with the regular November quarterly public hearing. <br /> Approval of the notice will permit advertisement of the Environmental Impact <br /> Statement on October 6 and October 13, 1993. <br /> RECOMMENDATION: The Administration recommends approval of the Notice of Public Hearing for <br /> October 14, 1993. <br />
