Miller Road is a paved state-maintained <br /> road, however, Baldwin is an unpaved state-maintained <br /> road. A 1992 traffic count on Miller Road indicated 150 <br /> trips per day. Baldwin Road had a traffic count of 80 <br /> trips per day in 1992 . <br /> The total acreage of the area to be subdivided is 101. 7 . <br /> Forty-three (43) lots are proposed which average 2 . 25 <br /> acres in size. All lots will be served by individual <br /> wells and septic tanks. The first phase of Fox Hill Farm <br /> was approved in 1992 and is located on the west side of <br /> Baldwin Road south of Miller Road. <br /> The property is zoned Agricultural Residential (AR) . It <br /> is also designated Agricultural Residential in the <br /> Comprehensive Plan. Public roads are proposed to serve <br /> the subdivision. <br /> The Town of Hillsborough has indicated that the main <br /> entrance road into the subdivision is designated as a <br /> proposed major thoroughfare and part of the Town's <br /> proposed loop system on the 1987 Hillsborough Thoroughfare <br /> Plan. This plan was adopted by the Town and NCDOT, but <br /> not by the County. The Plan indicates this road is a <br />
