" 4 <br /> 5 <br /> Secretary of Cultural Resources , who will make the final <br /> funding decisions. <br /> The proposals will be evaluated by the Grants Committee on <br /> the basis of the following measures: <br /> * quality of resource <br /> * soundness of project application <br /> * benefits to the local community or region <br /> * ability of the group to carry out the project <br /> Attempts will be made to achieve a balanced program of grant <br /> projects which reflect every geographic region of the state <br /> and represent important aspects of North Carolina's <br /> heritage. <br /> Grants Administration <br /> Checks will be mailed to grant recipients following the <br /> receipt of necessary grant documents (request for payment <br /> form, conflict of interest statement, certification of tax <br /> exempt status, etc. ) . <br /> All projects may be subject to audit. However, G.S. 143-6 . 1 <br /> requires that agencies receiving $25,000 or more will be <br /> required "to file annually with the State Auditor and with <br /> the Joint Legislative Commission on Governmental Operations <br /> financial statements for that year in which $25 ,000 or more <br /> in state funds were received, used, or expended. These <br /> financial statements shall be audited in accordance with the <br /> auditing standards prescribed by the State Auditor, and the <br /> audit report shall be received by the State Auditor within <br /> six months after the end of the private organization's year <br /> in which $25, 000 or more were received, used, or expended.
