ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 26, 2007 <br />Action Agenda <br />Item No. ~' "'~t:~ ; <br />SUBJECT: Pyrotechnics Permit -Orange Speedway <br />DEPARTMENT: Purchasing & Fire Marshal PUBLIC HEARING: (Y/N) No <br />ATTACIiMENT(S): <br />Checklist <br />Permit <br />INFORMATION CONTACT: <br />Pam Jones 245-2652 <br />Mike Tapp 968-2050 <br />PURPOSE: To consider approving a pyrotechnics permit for Orange County Speedway for July 7, <br />2007. <br />BACKGROUND: Orange County Speedway has requested that the County Commissioners <br />approve a pyrotechnics permit for the fireworks display which is scheduled for July 7, 2007 in <br />conjunction with the regularly scheduled race. <br />GS 14-414 indicates that the Board shall consider a fireworks permit for "any and all kinds of <br />fireworks and explosives, which are used for exhibitions or amusement purposes." <br />GS 14-413 empowers the Board to authorize and issue permits for the use of pyrotechnics in <br />connection with "...shows of all descriptions...but only after. satisfactory evidence is produced to the <br />effect that said pyrotechnics will be used for the aforementioned purposes and none other." <br />County policy further requires assurance from the sponsoring agency that adequate public safety <br />measures will be exercised; and that the County will be protected as an additional insured on the <br />insurance policy(ies) covering the event. The documents attached indicate satisfactory evidence <br />that these requirements have been met. <br />Note that issuance of the permit is conditioned upon safe burning conditions being present on the <br />day of the fireworks presentation. <br />FINANCIAL IMPACT: There is no financial impact as a result of this action. <br />RECOMMENDATION(S): The Manager recommends that the Board approve a pyrotechnics <br />permit for the Orange County Speedway for July 7, 2007; and authorize the staff to execute <br />permits as needed. <br />
