Many of these are on outstanding purchase <br /> orders, where goods and services have been ordered <br /> but not yet received and/or paid. In accordance <br /> with the new fiscal year budget ordinance, funds <br /> for these purchases are reappropriated in the new <br /> budget . Funds for certain other planned <br /> expenditures, not encumbered, are set aside as a <br /> reserved portion of fund balance . In order to <br /> carry this year' s items forward and to authorize <br /> their expenditure in 1993-94 , it is necessary for <br /> the Board to approve the attached technical <br /> amendment . <br /> RECOMMENDATION(S) : The Manager recommends that the Board of <br /> Commissioners adopted the proposed Budget Ordinance <br /> Amendment . <br />
