45 <br /> wells and septic tanks. <br /> The Town of Hillsborough has completed and <br /> adopted a feasibility study for the proposed <br /> reservoir site. At this point an intake <br /> structure is not being considered for the initial <br /> planning period through 2030 . The Town is in the <br /> process of drafting and obtaining State approval <br /> for the Environmental Impact Statement. They <br /> have indicated this should be completed in <br /> November. Final design plans would come at a <br /> later time. <br /> The Planning Board reviewed the Concept Plan for <br /> Governor's Grove at its January 25, 1993 meeting. <br /> The plan was approved with seven conditions: <br /> 1. All lots must meet the minimum 130 foot lot <br /> width requirements as provided in Section <br /> IV-B-5 of the Subdivision Regulations unless <br /> they are located on the turning circles of <br /> cul-de-sacs. <br /> 2 . All lots shall receive access from the <br /> internal subdivision roads. <br /> 3. A right turn lane shall be constructed in the <br /> northbound travelway of Governor Scott Road <br /> approaching the intersection of the 20 foot <br /> asphalt travelway, and a left turn lane shall <br /> be constructed in the southbound travelway of <br /> Governor Scott Road approaching the inter- <br /> section of the 20 foot asphalt travelway. <br /> These turning lanes shall be constructed to <br /> standards of the North Carolina Department of <br /> Transportation with final plat approval of <br /> Phase 7 . <br /> 4 . Additional right-of-way for turn lanes on <br /> Governor Scott Road shall be provided where <br /> deemed necessary by NCDOT. <br /> 5 . Along the frontage of this tract, Governor <br /> Scott Road shall be paved to standards of the <br /> NCDOT with final plat approval of Phase Four. <br /> 6. Stream buffers and infiltration standards <br /> shall be complied with on the preliminary <br /> plan as required in Sections IV-B-9-b and IV- <br /> B-9-c of the Orange County Subdivision <br /> Regulations. <br /> 7 . Payment-in-lieu of dedicated recreation area <br /> shall be required. <br /> Agency comments were received from Emergency <br /> Management, Soil & Water Conservation, Town of <br /> Hillsborough, Erosion Control and NCDOT. <br /> Applicable comments have been incorporated into <br /> the Resolution of Approval. <br />
