The <br /> tract is 177 . 28 acres with 131 lots proposed. <br /> Lot sizes range from . 92 to 3 . 35 acres . <br /> The property is not zoned, however, it is <br /> designated as Agricultural' Residential, <br /> Watersupply Watershed and Water Quality Critical <br /> Area on the Land Use Plan. It is also classified <br /> as WS-II by the State. State-mandated standards <br /> for the protection of classified watersheds must <br /> be implemented by January 1994 . When zoning or <br /> watershed standards. are adopted, this area will <br /> be zoned as Water Quality Critical Area and <br /> require a two-acre minimum lot size. Out of the <br /> 131 proposed lots, only 12 will comply with the <br /> pending two-acre minimum lot size standards . The <br /> County is in the process of considering watershed <br /> standards which are scheduled for public hearing <br /> in May with_ possible_ adoption in August 1993 . <br /> Paved, public roads are proposed' throughout the development. A -1990 traffic count on Governor <br /> Scott Road indicated 230 trips per day. With 131 <br /> lots proposed, additional traffic could reach 1, <br /> 310 trips per day ( 10 trips/day/dwelling unit) at <br /> buildout. A traffic impact analysis must be <br /> submitted as part of the preliminary plat <br /> process. <br /> NCDOT has indicated they are in the process of <br /> updating the priority listing for paving rural <br /> secondary roads. Governor Scott Road is number <br /> 24A on the rural secondary road priority. The <br /> rural secondary road program included roads up <br /> through number 21, thus this road is very high on <br /> the present listing. However, there are several <br /> owners who are unwilling to dedicate the <br /> necessary right-of-way in order to pave the road . <br /> The subdivision will be served by individual <br /> wells and septic tanks. <br /> The Town of Hillsborough has indicated that a <br /> feasibility study is being conducted for the <br /> proposed reservoir site. At this point an intake <br /> • <br /> structure is not being considered for the initial <br /> planning period through 2030 .
