3A <br /> This would entail the combination of several lots along <br /> the eastern border and a lot-by-lot allocation of <br /> impervious surface. The Planning Staff and developer have <br /> calculated impervious surface needs for the development <br /> (including roads) and have determined that if joint <br /> driveways are utilized, and homes are built relatively <br /> close to the 40 foot landscape setback, the 6% <br /> impervious surface limit is feasible. <br /> The State mandate allows for local approval of minor <br /> variances to numerical standards such as lot size and <br /> impervious surface limits. The model ordinance prepared <br /> by DEM suggests that a 'Minor Variance' be defined as a <br /> change of 10% or less in a numerical standard. This <br /> provision is included in the proposed watershed protection <br /> standards. The Planning Staff recommends that the <br /> applicant be allowed (with approval of the Planning <br /> Director) to utilize an additional 0. 6% impervious surface <br /> if driveways and/or houses cannot be sited in a manner to <br /> fully comply with the 6% . <br /> The Planning Board will consider the proposed changes at <br /> its meeting on September 20. The Planning Staff will <br /> report the Planning Board recommendation to the Board of <br /> Commissioners on September 21. <br /> RECOMMENDATION: The Administration recommends approval of the proposed <br /> changes to the Governor ' s Grove Preliminary Plan, <br /> specifically: <br /> 1) That lots located on the eastern boundary of the <br /> property, adjacent to the West Fork of the Upper Eno, <br /> contain at least two acres; <br /> 2) That a project-wide impervious surface limit of six <br /> percent (6%) (463 , 339 square feet) be applied, with an <br /> additional ten percent (10%) (46, 334 square feet) <br /> available with approval of the Planning Director; and <br /> 3) That the Final Plat show proposed building envelopes, <br /> driveways, and an impervious surface allotment for <br /> each lot. <br /> The Resolution of Approval, modified to show the above <br /> changes, is attached. <br />
