The vote of the Planning <br /> Board was 8-2 . See the attached draft minutes for the <br /> Planning Board discussion. <br /> ACTION SUBSEQUENT TO THE AUGUST 16 PLANNING BOARD ME4TING <br /> Since the Planning Board recommendation on August 16, the <br /> Planning Staff has met with the developer to discuss the <br /> feasibility of meeting the minimum standards required by <br /> the State. Concerns about watershed protection were <br /> raised by the Administration, and renewed concern was <br /> expressed by the Town of Hillsborough. <br /> The subdivision has been designed with the intent to <br /> provide affordable housing. In developments such as this <br /> . Farmers Home Administration looks favorably on a mix of <br /> housing (60% affordable, 40% higher value) and a maximum <br /> lot size of about 1 acre. Governor' s Grove is consistent <br /> with those standards. The smaller lots are proposed to be <br /> developed with 1100-1200 square foot homes, at a price of <br /> $65, 000 to $85, 000 dollars. The application of a 2-acre <br /> minimum lot size would not allow for the development of <br /> this type of project. <br /> The State mandate, however, can alternatively be met <br /> through limitations on impervious surface. Though <br /> compliance is not mandatory until January 1, it would be <br /> in keeping with the intent of the proposed amendments, and <br /> provide for a higher level of protection than is required <br /> by existing regulations in an area which is highly <br /> sensitive due to its proximity to the proposed reservoir. <br /> The Planning Staff recommends that the lots on the eastern <br /> edge of the development; nearest the west fork of the Eno <br /> River, adhere to the two-acre minimum lot size, and that <br /> the total development adhere to the impervious surface <br /> limits required by the State mandate for the critical area <br /> of WS-II Watersheds. <br />
