A traffic impact <br /> analysis has been submitted. <br /> NCDOT has just updated the priority listing for paving <br /> rural secondary roads. Governor Scott Road is number 13 <br /> on the rural secondary road priority. This road is <br /> scheduled to be paved during the 1993-94 NCDOT Secondary <br /> Roads Paving Program. Turn lanes on Governor Scott Road <br /> will be required with final plat approval of Phase 7. <br /> The subdivision will be served by individual wells and <br /> septic tanks. <br /> The Town of Hillsborough has completed and adopted a <br /> feasibility study for the proposed reservoir site. At <br /> this point an intake structure is not being considered for <br /> the initial planning period through 2030. The Town is in <br /> the process of drafting and obtaining State approval for <br /> the Environmental Impact Statement. They have indicated <br /> this should be completed in November. Final design plans <br /> would come at a later time. <br /> The Planning Board reviewed the Concept Plan for <br /> Governor's Grove at its January 25, 1593 meeting. The <br /> plan was approved with the following conditions: <br /> 1. All lots must meet the minimum 130 foot lot width <br /> requirement as provided in Section IV-B-5 of the <br /> Subdivision Regulations unless they are located on the <br /> turning circles of cul-de-sacs. <br /> 2 . All lots shall receive access from the internal <br /> subdivision roads. <br /> 3 . A right turn lane shall be constructed in the <br /> northbound travelway of Governor Scott Road <br /> approaching the intersection of the 20 foot asphalt <br /> travelway, and a left turn lane shall be constructed <br /> in the southbound travelway of Governor Scott Road <br /> approaching the intersection of the 20 foot asphalt <br /> travelway. These turning lanes shall be constructed <br /> to standards of the North Carolina Department of <br /> Transportation with final plat approval of Phase 7 . <br /> 4 . Additional right-of-way for turn lanes on Governor <br /> Scott Road shall be provided where deemed necessary by <br /> NCDOT. <br /> 5. Along the frontage of this tract, Governor Scott Road <br /> shall be paved to standards of the North Carolina <br /> Department of Transportation with final plat approval <br /> of Phase Four. <br /> 6. Stream buffers and infiltration standards shall be <br /> complied with on the preliminary plan as required in <br /> Sections IV-B-9-b and IV-B-9-c of the Orange County <br /> Subdivision Regulations. <br />
