Durham - 688-7331 <br /> PURPOSE: <br /> The Ordinance Regulating the Keeping of Wild Animals Dangerous to Persons and <br /> Property within orange county requires the orange County Health Department to <br /> report to the Board of county commissioners of orange county, whenever the <br /> department has cause to believe that any person is violating or threatening to <br /> violate this ordinance (page 8, paragraph 3a) . Following an anonymous complaint, <br /> the Orange county Animal Control Director, Elma Rae Greene, investigated the <br /> property of Odell Coley at 6500 Yarborough Road, and found a female "Himalayan" <br /> bear caged in violation of the ordinance. A notice of violation was issued to <br /> Odell Coley on August 4, 1993, and received by certified mail. <br /> BACKGROUND: <br /> The ordinance Regulating the Keeping of Wild Animals Dangerous to Persons and <br /> Property Within Orange County was adopted by the orange County Board of <br /> Commissioners on the fifth day of April, 1983. section 3 states: <br /> "It shall be unlawful for any person to possess and harbor in <br /> Orange County a wild animal as defined herein without first <br /> applying for and obtaining a permit from the Director." It <br /> further states that, "Permits shall be only issued for animals <br /> physically located in orange County and registered as of the <br /> date of this ordinance enactment." <br />
