BOARD OF TRANSPORTATION <br /> PRESENTED BY ORANGE COUNTY ON NOVEMBER 13 , 1992 <br /> Orange County's transportation requests are specific to <br /> two areas; the paving of rural secondary roads and widening <br /> projects in the I-85 corridor. The County also wishes to <br /> endorse previous requests , as presented in April 1991 . <br /> I . Paving of Rural Roads <br /> A program very important to the citizens of Orange <br /> County and one which the County Commissioners have <br /> actively supported •is the State's Secondary Road <br /> Improvement Program. There are currently about 150 <br /> miles of unpaved rural roads in Orange County on the <br /> State's Priority Paving Schedule. Over the last four <br /> years the State has averaged. paving slightly over 10 <br /> miles per year of rural unpaved roads . <br /> The County recognizes that the Secondary Roads Paving <br /> Program is independent of the TIP process and thus , not <br /> an item normally requested through the TIP. However, a <br /> highly touted feature of the Intermodal Surface <br /> Transportation Efficiency Act (ISTEA) is funding <br /> flexibility. In this regard, the County requests that <br /> the State consider freeing up all, or a portion of the <br /> $10 ,775, 000 of Highway Trust Fund money allocated to <br /> project I-304 (eight laning I-85 in western Orange <br /> County) and allocating it to the expedited paving of <br /> rural roads in the County. A worthy goal would be to <br /> double the average mileage of secondary road paving to <br /> 20 miles per year. At this rate, practically all <br /> eligible rural roads would be paved by the year 2000 . <br /> Under ISTEA flexibility provisions, the Trust Fund money <br /> allocated to secondary roads would be replaced with <br /> ISTEA Interstate and National Highway System funds . <br /> II . I-85 Widening Projects <br /> A. Project I-305 <br /> Project I-305 , widening I-85 to six lanes and <br /> reconstructing interchanges and structures from <br /> Orange Grove Road to the Durham County line is a <br /> project in the State 's 1992-98 TIP.
