Department of <br /> Transportation (NCDOT) annual Transportation <br /> Improvement Program (TIP) and assist staff in the <br /> identification of transportation needs for possible <br /> inclusion in the upcoming TIP request. <br /> BACKGROUND: The N.C. Board of Transportation adopts annually a <br /> multi-year TIP outlining needed transportation <br /> improvements and the method and schedule for funding <br /> such projects. Prior to adopting the program, a <br /> series of statewide public hearings are held in each <br /> of the state's 14 highway divisions to obtain advice <br /> from local officials and citizens. Orange County is <br /> located in Division Seven along with Alamance, <br /> Guilford, Rockingham, and Caswell counties. <br /> Historically, the County Commissioners have received a <br /> report immediately before the TIP hearings and have <br /> endorsed an Orange County statement. For many years, <br /> the County's statement was primarily an endorsement of <br /> municipal requests in the County. Passage of the <br /> Intermodal Surface Transportation Efficiency Act <br /> (ISTEA) in 1991 has prompted the County to become more <br /> active in the TIP process. The TIP request endorsed <br /> by the County Commissioners on November 2, 1992 and <br /> presented at the Division Seven hearing on November <br /> 13, 1992 represented the County's most intensive <br /> effort-to-date on a TIP request. <br /> Page 1 of 2 <br />
