Fikes <br /> TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To receive citizen comments regarding the development of a <br /> Comprehensive Housing Affordability Strategy for Orange County. <br /> BACKGROUND: In 1991, a Comprehensive Housing Affordability Strategy <br /> (CHAS) for Orange County was developed and later approved by the U.S . <br /> Department of Housing and Urban Development (HUD) . The CHAS is a five year <br /> comprehensive planning document which outlines plans to address the <br /> overall affordable housing needs of the County. The document presents in <br /> detail the existing housing stock, the housing needs of very low income, <br /> low income and moderate income families and special population groups, and <br /> concludes with specific goals and implementation plans to meet the <br /> identified needs. <br /> This year, due to the availability of 1990 census data, all <br /> localities with an approved CHAS must submit an updated five year plan by <br /> December 31, 1993. However, prior to development of this document, a <br /> public hearing is required to receive citizen comments on housing needs, <br /> objectives, and potential strategies which should be included in the CHAS <br /> document. All local governments in the County will hold a public hearing <br /> during the month of September in order to receive public input. A notice <br /> was published in the Chapel Hill Herald on August 27 and September 4 , <br /> 1993 . In addition, notices have been sent to local non-profit agencies . <br /> Comments received will be incorporated as appropriate into the final <br /> document. After the draft CHAS is prepared but before the final document <br /> is submitted, a second public hearing will be held during the next <br /> quarterly public hearing scheduled for October. <br /> RECOMMENDATION(S) : <br /> The Manager recommends receiving comments as information. <br />
