Seconded by Reid. <br /> VOTE: Unanimous. <br /> (2 ) Governor's Grove <br /> ( 116 Lots - Cedar Grove Township) <br /> Presentation by Eddie Kirk: <br /> The property is located in Cedar Grove Township <br /> on the east and west side of Governor Scott Road <br /> (SR 1351) . Governor Scott Road is an unpaved <br /> State-maintained secondary road and considered a <br /> major local road in the Comprehensive Plan. The <br /> tract is 177 .28 acres with 116 lots proposed. <br /> Lot sizes range from .92 to 4 .50 acres. <br /> The property is not zoned, however, it is <br /> designated as Agricultural Residential, <br /> Watersupply Watershed and Water Quality Critical <br /> Area on the Land Use Plan. It is also classified <br /> as WS-II by the State. State-mandated standards <br /> for the protection of classified watersheds must <br /> be implemented by January 1994 . When zoning or <br /> watershed standards are adopted, this area will <br /> be zoned as Water Quality Critical Area and <br /> require a two-acre minimum lot size. Out of the <br /> 116 proposed lots, only 14 will comply with the <br /> pending two-acre minimum lot size standards. The <br /> County is in the process of considering watershed <br /> standards which are scheduled for public hearing <br /> on August 23, 1993. <br /> Paved, public roads are proposed throughout the <br /> development. A 1990 traffic count on Governor <br /> Scott Road indicated 230 trips per day. With 116 <br /> lots proposed, additional traffic could reach 1, <br /> 160 trips per day, ( 10 trips/day/dwelling unit) <br /> at buildout. A traffic impact analysis has been <br /> submitted. <br /> NCDOT has just updated the priority listing for <br /> paving rural secondary roads. Governor Scott <br /> Road is number 13 on the rural secondary road <br /> priority. This road is scheduled to be paved <br /> during the 1993-94 NCDOT Secondary Roads Paving <br /> Program. Turn lanes on Governor Scott Road will <br /> be required with final plat approval of Phase 7 . <br />
