037 <br /> A RESOLUTION RECOMMENDING THE APPLICATION OF A COMPACT RURAL <br /> NEIGHBORHOOD NODE FOR CP-3-93 , A PROPOSED AMENDMENT TO THE LAND USE <br /> ELEMENT OF THE ORANGE COUNTY COMPREHENSIVE PLAN <br /> WHEREAS , the Bingham Township Advisory Council (TAC) received a <br /> presentation on the proposed plan amendment CP-3-93 , submitted by <br /> Bingham resident Bobby Kirk, at its April 22 , 1993 meeting, and <br /> WHEREAS , the TAC received an update on the proposal at its August <br /> 5 , 1993 meeting, including information on a resolution opposing the <br /> amendment by the Orange Water and Sewer Authority, and <br /> WHEREAS, the TAC serves in an advisory capacity to the Orange <br /> County Planning Board on matters of Township interest, and has in <br /> the past provided recommendations on such issues to the Planning <br /> Board for its consideration, and <br /> WHEREAS, the TAC was made aware of an alternative to the creation <br /> of Rural Neighborhood Activity Node with a 1/4-mile radius, which <br /> would allow small-scale, neighborhood-oriented commercial <br /> activities within a more tightly-defined boundary at the <br /> intersection of Orange Grove Road and Bradshaw Quarry Roads, and <br /> WHEREAS, the compact boundary should not exceed the area necessary <br /> to provide the needed services - not to exceed 10 acres in size, <br /> and <br /> WHEREAS , the TAC reaffirms the provisions in its ' April 22 <br /> resolution noting the importance of both watershed protection, and <br /> the social, cultural, . economic, and rural character-enhancing <br /> benefits of country stores in rural communities, and <br /> WHEREAS, the TAC again notes the absence of a country store in <br /> northern Bingham Township since the closing of the old Orange Grove <br /> store years ago, and <br /> NOW, THEREFORE, BE IT RESOLVED by the Bingham Township Advisory <br /> Council that the proposed amendment CP-3-93 submitted by Bobby Kirk <br /> addresses- an unquestioned need for a country store to provide <br /> services in the Township, and that this store could serve in the <br /> role of the old Orange Grove store as an important part of the <br /> rural Township community. <br /> BE IT FURTHER RESOLVED that the TAC recommends the Planning Board <br /> and the County Commissioners adopt the proposed amendment, and that <br /> consideration be given to applying the Rural Neighborhood Activity <br /> Node to a more tightly-defined boundary than the 1/4-mile radius at <br /> the intersection of Orange Grove Road and Bradshaw Quarry Roads. <br />
