RESOLUTION OPPOSING CP-3-93, A PROPOSED AMENDMENT TO TIIE 0 3` ORANGE COUNTY COMPREHENSIVE PLAN WHEREAS, Orange Water and Sewer Authority manages the Cane Creek Reservoir as one of two principle supply sources for more than 55,000 water users in Carrboro, Chapel Hill, and the University of North Carolina at. Chapel Hill; and I + WHEREAS, the Orange County Commissioners have scheduled a public hearing for • 11 May 24, 1993 to receive comments on CP-3-93, a proposed amendment to the County's �II Comprehensive Plan, which would create a Rural Neighborhood Activity Node at the 1 1 intersection of Orange Grove and Bradshaw Quarry Roads, approximately 11/z miles upstream of the Cane Creek Reservoir; and WHEREAS, the County's Comprehensive Plan describes a Rural Neighborhood Activity Node as "Land . . , that is appropriate for small-scale commercial uses characteristic of "Morn and Pop" convenience stores and gas stations;" and • WHEREAS, no such activity nodes currently exist in either University Lake or Cane Creek watersheds; and WHEREAS, Goal Number 10.8 of the Orange County Comprehensive Plan's Land Use Element states that "Commercial and industrial uses are inappropriate in the University Lake and Cane Creek watersheds." NOW, THEREFORE, BE IT RESOLVED; 1. That the Board of.Directors of Orange Water and Sewer Authority finds that the Comprehensive Plan amendment proposed in CP-3-93 is not supportive of the Authority's Cane Creek watershed protection interests, and contradicts Goal Number 10.8 of the Orange County Comprehensive Plan's Land Use Element. 2. That the Authority's Board of Directors urges the Orange County Board of Conuuissioners to deny CP-3-93. 3. That copies of this resolution be forwarded to the Orange County Board of Commissioners, Carrboro Board of Aldermen, and Chapel Hill Town Council. Adopted this 22nd day of April 1993. James T.
